Heilongjiang Institute of Technology(HLJIT) is located in Harbin, a famous city in the north of China with beautiful scenery. The university was founded in 1952, the successor of Heilongjiang Transportation College under the Department of Transportation of Heilongjiang Province and Harbin Engineering College under the former Ministry of Metallurgy. In March 2000, approved by the Ministry of Education, the two colleges were merged and renamed Heilongjiang Institute ?of Technology, which is an engineering-based, multi-disciplinary full-time undergraduate university under the provincial government.

The university is listed among the first batch of universities to implement "Excellent Engineers Cultivating Program"， the one of the 100-model-institutes of “Educational Modernization Promotion of Application-oriented University Construction Programs”implemented by the National Development and Reform Commission and the Ministry of Education, the demonstration university of the Project Construction of Universities of Applied Sciences in Heilongjiang, listed into the "First-rate Universities and Disciplines" of Heilongjiang Province. HLJIT is the deputy-chairman of National Union of Universities(Colleges) of Applied Sciences and National Union of Universities and Enterprises for Excellent Engineering Education in Local Universities. HLJIT is a pioneer of transformation and development of local general universities in China.

The university covers a total area of nearly 800,000 square meters with strong engineering culture.On campus, there are modern teaching and laboratory buildings, Yifu Library, college students' cultural and sports activities center, engineering culture museum, mental health education and counseling center and other facilities, with ubiquitous mobile Internet learning environment. The university library has a collection of more than 1.1 million books, and publications such as Journal of Heilongjiang ?Institute of Technology, Surveying and Mapping Engineering, Transportation Science and Economy etc. The university enrolls students from all over the country, and there are more than 13,000 full-time undergraduates. There are more than 1160 faculty members, including more than 740 full-time teachers. The school has 16 teaching units, three master's degree authorization units in majors of Resources and Environment, Transportation as well as Design, three national-defense-featured disciplines in Power Engineering, Optics and Computers, and a provincial "First-rate Universities and Disciplines Program" discipline in Green Low-carbon Transportation Technology in Extreme Cold Regions. There are 54 undergraduate majors in the university, among which 21 majors are selected as the first-class construction majors of national/provincial "Double Ten Thousand Plan", and 7 majors have passed the national engineering education certification CEEAA.

The university always adheres to the demand-oriented, in-depth implementation of ?"the Integration of Industry and Education, Collaborative Education, Integration of Science and Education, Collaborative Innovation, Civil-military Integration, Collaborative Development", to create an upgraded version of university-enterprise cooperation. It has built 9 industry colleges with enterprises, including Longjian College, Longjian International Engineering Management College, Intelligent Architecture College, Intelligent City Research Institute, Intelligent Transportation College, Intelligent Manufacturing College, ZTE ICT College, Information and Intelligent Control College, and Xindao UFIDA Innovation and Entrepreneurship College. The university was listed by the Ministry of Industry and Information Technology into the construction project of "Specialized, Refined and Innovative Industrial College".Longjian Road and Bridge Construction Modern Industry College was selected as the first batch of provincial-level modern industry college construction sites in Heilongjiang Province. The university has multiple Industry and Education Integrative Bases, including the Ministry of Education - ZTE ICT Industry-university Integrative Innovation Base, Industry 4.0 Intelligent Manufacturing Education and Training Center, Industrial Robotics Innovation and Practice Center, Siemens Advanced Automation Technology Joint Training Room, BIM Center, VBSE Comprehensive Training Room, ARE Virtual Simulation Training Room, Commercial Vehicle Networking Big Data Supervisory Control and Management Center, Big Data IOT and GIS Integration Technology Laboratory, Leica Modern Surveying and Mapping Technology Laboratory, Mechanical Innovation Laboratory. There is 1 national experimental teaching demonstration center, 2 provincial experimental teaching demonstration centers, 4 national engineering practice education centers, 1 national off-campus practice education base for college students, 2 provincial off-campus practice education bases for college students, and more than 180 internship bases on and off campus. There are 2 post-doctoral research programs, 4 provincial and ministerial key laboratories, 3 provincial engineering technology research centers, 1 provincial collaborative innovation center, 1 provincial new R&D institution built by school and enterprise, 1 provincial intangible cultural heritage research base, and 3 provincial university engineering centers. There are university science and technology parks, college students' entrepreneurship parks and college students' innovation and entrepreneurship bases in the university, and the university science and technology parks have been recognized by the Ministry of Science and Technology as "State-level Creative Space" and "State-level Scientific and Technological Enterprise Incubators".

It has established friendly relations with more than 10 universities and colleges in the U.S.A., Finland, Russia, Belarus, Thailand, Malaysia and other countries; it has formed partnership with Chung Yuan Christian University in Taiwan; it has developed international cooperation education programs with Western Illinois University in the U.S.A. and ?Karelia University of Applied Sciences in Finland. The university has also carried out a technology research and development program with the Belarusian State University of Technology.
